1st GENdex score is for Hogan review

I’m really thinking that to be a GC there should be a mandatory ethics class because it seems that many of them have NO problems making money from their subs in illegal ways essentially challenging subs to take them to court.

Also what are your thoughts on accepting bids that are more than 10% below the next highest bid? 15%? 20%?. At what point does a GC have a responsibility to bid profitably for themselves and for their subs. When you find out that your competition knows your bid and the GC knows you were overly low do they simply take advantage of you and something you missed or should they be more ethically inclined to protect themselves and their partners?
